    The main objective of this study is to determine the key factors when decision on investment is required in rural electrification development. This study develops a process based on Principal Component Analysis to identify key factors. Principal Component Analysis is a data reduction method, that is, a method for
    reducing the number of variables. We have identified three variables related to investment in such context : State contribution, Bank contribution, Enterprise contribution and Commune contribution. We have extracted three factors : State contribution, Enterprise contribution and Commune contribution. In
    developing country and especially in the case of Madagascar, we have identified that State contribution plays a principal position in rural electrification development. The majority of rural electrification projectsn are Government contribution driven.
