  [ EN ] The Betsileo homeland offers an example of the exploitation of the native population by the colonial administration, through taxation and compulsory services. In conformity with the regulations, these were intended for public works, but the settlers also got profit from them ; which wa an excessive use of the services. Yet, the public works proved to be inefficient : there were no comprehensive plans for any works to be done and the yielding infrastructure remained insignificant and hardly operative. The weight of the compulsory services was even made heavier during the 1921-1922 crisis when the budget of the public works was cut down. From it resulted an increase in the number of working days of the obligations. To sum up, the compulsory services represented a heavy burden for the population without allowing to reach the “development” objectives in the colony.

Raha bangoina izany dia enta-mavesatra ho an’ny vahoaka io karazan’asa io, izay tsy nahitam-bokatra akory.
