  [ EN ] This paper presents a process which is not over as yet. Although all the conditions for changes are inter-dependent, it is useful to differentiate them under the internal and external aspects, and to distinguish powers from counter-powers. The following points are essential for that purpose :
  1. The causes and symptoms of power degradation : the social costs of the structural adjustment – the dilemma about dis-ideologization ; socialism and the liberalization of the economy, etc.
  2. The counter-powers : fragmentation and cooperation within the political class – the live forces and the different forms of their resistance – the role of the media – the people’s political mentality.
  3. The external conditions : the bilateral and multilateral partners’ and donors’ attitudes, etc. – comparative aspects ; the peaceful revolutions in the East European countries.
  4. The pre-requisites of a progress in the process towards change : the state’s necessary prerogatives – the constituting elements of democracy – economic and ecological recovery – Madagascar’s active self-representation in foreign countries.
