    [ EN ] Through the study of the commercial traffic in Toamasina harbour between 1864, date of Rainilaiarivony’s accession to the post of Prime Minister and that of the end of a politically disturbed period – and 1882, date of the outbreak of the 1st French-Hova war, the author aims at analyzing the system of exploitation established by the Merina government in a province economically rich and whose capital town is both the main harbor of the island and the residence of the foreign consuls. At first, the author enlarges on the future of Toamasina and its circumscription : the customs are reorganized, administrative reforms are carried out, and, especially, the influence of the oligarchy on the wheels of the economy due on the one hand to the presence of customers – the Deka and some local personalities – and on the other hand, to the use of the judicial apparatus of the kingdom in order to control the foreign rivals. Then, the author deals with the evolution of the foreign trade in Toamasina, starting from the study of two typical products representing the main exports and imports of the harbour : cattle and by-products, materials and spirits. From the obviously decreasing exports and the increase of the imports the author draws a conclusion on the deterioration of the economic situation of the province. In his conclusion the author analyzes the causes of such a failure and after having given a minute description of the working and the characteristics of the economic policy of exploitation of the oligarchy, he attributes it mainly to the influence on the economy of a privileged minority, only anxious to serve its privileges.
