  [ EN ] “Dame Rasoa”, a Malagasy teacher in the Protestant schools of Tamatave in the 1880s, had advocated the adaptation of the American federal system in a treatise of Political Sciences she intended to submit to the Malagasy leaders. In addition to the intrinsic qualities she found in this political system and the analogies she found out between the American system on the eve of Independence and the Malagasy realities in the 19th century, this model seemed to her as the most adequate one to solve the issue of the integration of the Malagasy socio-political formations into a national ensemble likely to reach the rank of an “advanced and civilized state”, to quote her own terms. Beyound the originality of such an option within the context of the Malagasy 19th century, the choice of “Dame Rasoa de Tamatave” in favor of a federal system designed and accepted mainly for the purpose of national unification would assert that the issue between the assimilation policy and the association policy has already been debated within certain circles of the “lightened” milieu of Madagascar, or had already been asked within part of the Malagasy elite of the 19th century.
