  [ EN ] Here, the author makes a study of taxation and its components (including allowances). The southern Betsileo region appeared among the principal victims of fiscal pressure. This situation was not new. It was only the the revival of that of monarchic period. Fiscal charges were numerous. Rates were very high. Allowances took up most of the tax-payers’s time. All this had nothing to do with the cost and wages applied in the region. The tax-payers were very often compelled to resort either to revenue agents or to money-lenders, who permanently had money. Many tax-payers who were unable to pay their taxes were compelled either to emigrate or to live on the fringe of society. One witnessed a real money-sacking of the region. On the contrary, they were used to repay the loans of the colony to France and to assist the other regions of the colony, thus leaving the region from which they were levied, in a state of insuffiency and feebleness as far as social capitals were concerned.
