[ EN ] One of the problems that the colonial authorities had to face in Madagascar since Gallieni was how to get hold of the Malagasy people, how to to use the pre-colonial structures to convey their policy, to help them to have a feed-back of their actions and know about the aspirations of the Malagasy people. Gallieni and his successors tried to use the fokonolona for that purpose, but they deprived it of its rights and power while maintaining its duty towards the state. The fokonolona was then spread throughout the country. But the centralizing tendency of the French authorities was stronger than the wish to collaborate with the representatives of the population. Even on the aftermath of the Second World War, when France intended to give a fair share of power to the Malagasy people in the management of their internal affairs, the attempt failed because of a constant tendency of the French regional administrators to run the local collectivity.
